Revenue caps refers to legislation meant to cap the amount of property tax revenues cites, counties, school districts and special districts can collect. The thought being it will significantly reduce the property tax burden of Texans. This is false. 

At the same time, the state legislature often mandates Texas counties to adopt pricey programs and procedures without providing the funding. The cost burden falls on counties to pay for these. These are unfunded mandates.
